Disclosure: Agent Jesse is a Floworks product and appears in this benchmark. It was costed with the same workload and rules as every other tool, and the rules are published below and in the CSV so any figure can be recomputed. No vendor paid for inclusion.
Quick answer
For a startup that needs 500 verified work emails a month, the median true monthly cost across the 12 lead generation tools that could be fully costed (of 17 reviewed) is $65 on monthly billing (also $65 excluding Agent Jesse's best case), or $49 on annual billing (11 of the 12 publish annual prices), per Jesse Research's pricing check of 30 September 2026.
Five of those 12 tools cost 40–222% more than their entry plan once that workload is applied. A full outbound stack costs $57.05–$86.05 a month in four of the five stacks modeled.
Key findings
- The entry price is not the price. Lusha (+40%), Wiza (+102%), ContactOut (+102%), UpLead (+152%) and Agent Jesse (+222%) all need a higher plan or overage for 500 emails a month.
- Excluding Agent Jesse's best case, true monthly cost ranges from $39 (Snov.io) to $249 (UpLead) across the other 11 fully costed tools, a 6.4x spread for the same 500-email workload. Agent Jesse costs $29 only if 91%+ of its search results yield a verified email.
- Mobile numbers cost 5–10x an email in credits. A phone costs 5 credits on Lusha, 8 on Apollo.io, 10 on Findymail and Prospeo, and 30 (vs 5 for an email) on Agent Jesse.
- 3 of 17 tools (18%) publish no prices: ZoomInfo, Cognism and Seamless.AI are quote-only. LinkedIn Sales Navigator publishes prices but returns no email addresses.
- Annual billing cuts the true monthly cost by 10–31%, from Clay (about 10%) to Hunter.io (31%), in exchange for paying up to a year upfront.
- Sending-tool contact caps, not email volume, force the first upgrade. Smartlead Base stores 2,000 contacts, about four months at 500 new prospects a month; Instantly Growth allows 1,000 uploaded contacts in total.
Why does startup lead gen pricing need a TCO benchmark?
Lead generation tools price on credits, seats and caps, so the headline price rarely matches what a startup pays. A tool can advertise $49 and still cost $99 once exports, phone numbers or overages are added.
Stack weight has a sales cost too. In Gartner's survey of 1,026 B2B sellers (January–March 2024), 50% said they were overwhelmed by the technology their job requires. Overwhelmed sellers were 45% less likely to attain quota.
Buyers are also consolidating. SaaStr founder Jason Lemkin wrote in March 2025 that "[e]very CFO and COO I talk to still talks about 'vendor consolidation'" (SaaStr). For a seed-stage team, that argues for fewer tools, each costed against real usage.
How was this benchmark built?
Jesse Research (Floworks' in-house research team) costed 17 prospecting-data tools and 5 stack tools against two fixed workloads, using official vendor pricing pages and help-center documentation, all read on 30 September 2026. One exception: RocketReach's live page showed only INR prices from our location, so its USD prices come from RocketReach's own blog. This is a pricing-page review and cost model. It is not a customer survey, and no tool was bought or tested for data accuracy.
- Scenario A (email-only): one user reveals and exports 500 verified work emails per month.
- Scenario B (email + mobile): Scenario A, where 50 of those 500 contacts also need a mobile number.
- True monthly cost (TCO): the cheapest published plan, plus any published overage, that completes the scenario for one user. Monthly billing is the headline figure; annual billing is shown as a per-month equivalent.
- Cost per Usable Contact (CPUC): a metric defined by Jesse Research for this benchmark. It is Scenario A's true monthly cost on monthly billing divided by 500. Lower is better.
- Rules applied to every tool: export caps count (a contact you can't export doesn't count); searches that cost credits count; no unpublished discounts, promotions or sales quotes; taxes excluded; USD list prices.
- Stack model: data tool + sending tool + Google Workspace mailboxes + one sending domain + HubSpot's free CRM, sized to send about 1,500 emails a month (500 prospects × 3 steps).
- Confidence grades: High = every input stated on the official page, or no-price status confirmed; Medium = one input inferred or provider-dependent; Low = price taken from the vendor's own blog because the live page did not show USD.

What this table shows: among tools with fully published pricing, Snov.io, Hunter.io, Findymail and Prospeo complete Scenario A for $39–$49 a month, and Agent Jesse for $29 at its best case. Clay and UpLead cost $185–$249 for the same 500 emails, RocketReach about $175 (annual only, Low confidence), and three tools require a sales call to learn the price. Agent Jesse's $29 is a best case: it assumes 91%+ of search results yield a verified email.
Why is the true monthly cost higher than the entry price?
Five of the 12 tools with fully published pricing cost more than their cheapest paid plan for a 500-email month, because of credit ceilings, export caps or metered search. The gap ranges from $20 to $150 a month.

Excluding assumption-dependent figures, CPUC spans 6.4x, from $0.078 (Snov.io) to $0.498 (UpLead). On monthly billing, CPUC runs from $0.058 (Agent Jesse, best case) and $0.078 (Snov.io, the lowest with no assumption) through $0.13 (Apollo.io, Kaspr) to $0.37 (Clay) and $0.498 (UpLead). How much do mobile numbers add to lead generation costs?
Adding 50 mobile numbers to a 500-email month raises the median true monthly cost from $65 to $92.40 across the 11 tools that can return phone data and publish full pricing. Phones cost 5–10x an email in credits wherever tools share one credit pool.

What are the best free lead generation tools?
No free plan in this benchmark covers 500 verified emails a month; the largest ongoing free email allowance is Prospeo's, at 100 credits (about 100 emails) a month. Clay's 100 data credits may buy fewer emails, depending on the provider. ContactOut's larger allowance, about 150 a month, is labeled a limited-time trial. Free plans are best used to test data quality in your own market before paying. Allowances are from official pricing pages on 30 September 2026.

Which lead generation tools don't publish their pricing?
ZoomInfo, Cognism and Seamless.AI publish plans but not prices, so their true monthly cost for Scenario A cannot be calculated from public information. That is 3 of the 17 tools in this benchmark (18%).
- ZoomInfo prices on license count and credit usage, per its pricing page. A free ZoomInfo Lite tier still exists, with a small monthly credit allowance that does not roll over.
- Cognism lists Standard and Pro plans, each with 5 seats included, on its pricing page. It offers a free data sample instead of a free plan.
- Seamless.AI offers 50 free credits; Pro starts at 10,000 credits a year, with the price available from sales (pricing page).
- LinkedIn Sales Navigator (no email addresses) is fully priced, from $119.99 a month for Core, but it provides InMail and account research, not email addresses. Budget a separate data tool alongside it.
For a startup, quote-only pricing usually signals multi-seat, annual contracts. Request a written quote for your exact seat count and monthly volume before comparing it with Table 1.
Is annual billing worth it for lead generation tools?
Annual billing lowered Scenario A's true monthly cost by 10–31% for the 11 tools that publish both prices, and the median fell from $65 to $49. The trade-off is paying up to a year upfront, often with credits that expire at renewal.
- Largest savings: Hunter.io (31%), Lusha (25%), Snov.io (25%), Apollo.io (about 25%), Kaspr (about 25%) and Prospeo (about 25%).
- Smallest saving: Clay (about 10%).
- Annual-only gates: Apollo.io's Organization plan is annual only, with a 3-seat minimum. RocketReach's unlimited lookups exist only on annual plans.
- Credits granted upfront: Apollo.io, Kaspr, Lusha and Prospeo grant a year's credits at once on annual plans. Apollo.io, Lusha and Prospeo reset unused annual credits at renewal; on monthly plans, Kaspr and Lusha roll credits over.
A useful rule of thumb: stay monthly until the same tool has handled at least three months of real volume, then switch the tool you kept to annual.

What this table shows: all-in-one data-plus-sending tools are the cheapest route to a working outbound stack. Two-tool stacks cost more but let you pick data and sending separately. Swapping Smartlead Base for Instantly Growth adds $8 a month and caps uploaded contacts at 1,000 in total.
Smartlead's pricing page lists Base at $39 a month ($32.50 on annual billing) with 6,000 sends. Instantly's pricing page lists Outreach Growth at $47 with 5,000 emails, and lemlist's pricing page lists its Email plan at $69. Seven costs sit outside the headline subscription, and each one appears on an official vendor pricing or help page cited in this benchmark.
- Sending mailboxes: $7–$8.40 per Google Workspace user a month. Most sending tools include unlimited mailboxes but not the mailboxes themselves.
- A sending domain: about $15 a year, listed on Instantly's pricing page.
- Contact storage caps: Smartlead Base stores 2,000 contacts; Instantly Growth allows 1,000 uploaded contacts as a fixed total.
- Export caps: ContactOut exports 300 contacts a month on its Email plan; RocketReach's annual plans cap exports per year.
- Expiring credits: Apollo.io, Prospeo and Agent Jesse reset plan credits each billing cycle.
- Automatic overages: Wiza bills $0.15 per extra email and $0.35 per extra phone automatically.

Which lead generation tool is best for your startup?
The right tool depends on whether you need phones, how you build lists and whether you want sending included. Price is only one input; data coverage for your market matters more, and this benchmark did not test data accuracy.
Writing about how sales teams use AI time savings, Gartner analyst Dan Gottlieb argues that seller productivity stalls "because the system quietly caps them," not because reps forget how to sell (Gartner, May 2026). Pick the process first, then the cheapest tool that runs it.
